PT. Sumbawa Timur Mining (“The Company”) in relation to the exploration project being managed by PT. Vale Eksplorasi Indonesia in the Company’s Contract of Work area under the Management Agreement, dated 23 October 2009. The company is currently seeking the potential candidate of:

Health and Safety Coordinator (PT Sumbawa Timur Mining)

Person Specification:
Formal Education
• University qualifications in mining, occupational health and safety or a relevant discipline is required. Advanced qualifications in occupational health and safety is also required.

Work Experience
• Minimum of 15 years’ experience working in a health and safety management role on a mining/exploration, oil/gas or infrastructure project
• Knowledge and familiarity with developing health and safety standards in compliance with Indonesian government requirements
• Experience in working with contractor personnel and local employees where health and safety risk perception is low
• Demonstrated ability to perform a health and safety role in a proactive manner
• Strong understanding of risk management and risk management practices
• Experience in undertaking incident investigations and analysis
• Knowledge and familiarity with developing health and safety standards in compliance with the company policy requirements

Personal Characteristics
• Willingness to travel as work requires and reside in remote locations
• Ability to work in an multi-disciplinary and integrated team environment
• Effective and open communication style (including the ability to introduce new health and safety controls to workers with low levels of formal education)
• Proactive approach to work and demonstrates a lot of initiative in working with project teams and personnel.

Position purpose:
The Health and Safety Coordinator will be responsible for the health and safety performance and risk management on PT Sumbawa Timur Mining’s (PT STM) Hu’u Copper Project. The Coordinator will support the Site Coordinator, KTT and HSEC Manager to ensure that all PT STM’s health and safety standards, controls and procedures are adequate, strictly implemented and improved to support exploration activities. The reporting of any incidents and managing corrective actions is a critical requirement. The Coordinator will also be responsible for health and safety reporting on the Hu’u Project. A strong focus on risk management will be required to support all field activities and operational areas. The role will be located in Hu’u District (Nusa Tenggara Barat Province) and will work on a 4:2 roster. The 4:2 roster will be back-to-back with another Health and Safety Coordinator working on a similar 4:2 roster. The Health and Safety Coordinator will report to the Sustainability Manager.

Role dimensions:

• One HSE Administrator
The Health and Safety Coordinator will work closely with Project Coordinators, KTT, contractors and local labour to enable effective health and safety performance on the Hu’u Project.

The Coordinator will have a strong focus on maintaining the Hu’u Project’s risk assessment and will ensure that all controls identified are adequately implemented. The Coordinator will also coordinate the Hu’u Project’s Fatality Prevention Sub-Committee and will be responsible for holding monthly meetings, reporting of actions and ensuring all controls identified are implemented. There will be a strong focus on field work and visits to operational sites (e.g. drilling, construction). The Coordinator is expected to be extremely proactive in preventing health and safety risks and incidents.

Main challenges
Implement health and safety procedures and controls with local staff and contractors that have limited experience, understanding or risk perception. A proactive and engaging approach with local staff and contractors is required. The Health and Safety Coordinator is also required to maintain all health and safety procedures and report health and safety performance to senior management in accordance with reporting timeframes.

• Main responsibilities
Coordinate the preparation of risk assessments for the Hu’u Project (project-wide and task-specific, as required) with an emphasis on outlining practical controls that will reduce the impact, frequency and severity of risks
Develop an HSE Training Plan with the Project Coordinator and HSE Training and Competency Coordinator to ensure adequate skills and competencies to control risks
Undertake regular site visits and inspections to operational sites and areas, identified corrective actions and work with contractors to make improvements
Maintain the Hu’u Project’s Health, Safety and Environment Management System (HSEMS) and the Corrective Actions Register and ensure that it is regularly updated, maintained and improved (as required)
Perform investigations in the event of a health and safety incidents or significant near-misses and report the results to relevant PT STM personnel
Undertake contractor HSE pre-qualifications and inspections prior to mobilisation to site to ensure compliance with PT STM’s minimum requirements and operational standards
Hold a Weekly Safety Meeting with PT STM staff and contractors to review health and safety performance, issues, plans and critical requirements
Coordinator and manage the Fatality Prevention Sub-Committee for the Hu’u Project and report minutes, actions and risks to senior management
Assist in the delivery of health and safety audits on the Hu’u Project and develop Action Plans to address audit findings.
