Role synopsis
The Technical Authority (TA) for Quality Management requires an individual with demonstrated and extensive leadership skills and a proven track record for quality management and integrity management of systems and processes. The TA functions at a senior level within the Safety & Operational Risk function of the BP’s AGT (Azerbaijan, Georgia & Turkey) Region and is the single point of authority on quality management for AGT, establishing or approving strategies, policies and procedures related to quality management.

Technical Authorities are knowledgeable experts (enablers) who supply specialist advice in their technical practice area to Major Projects, Operations and Functions within a BP Regional organization. They manage and advance technical integrity to assets, through the safe and consistent application of laws/regulations, BP Group Engineering Technical Practices, industry codes and standards.

Reporting to the Engineering Authority (EA), the primary role of the AGT Region’s Quality Management TA is to be AGT’s expert in leading and providing specialist advice in the area of Quality Management. Key accountabilities include ensuring that structured management controls and assurance processes are implemented across AGT Operations, Projects and Function teams to deliver rigorous quality management throughout all phases of operations and project execution. Also, to provide assurance that Engineering Technical Practice (ETP) requirements are being implemented and compliance maintained.

While there will be a strong emphasis on implementing quality management controls into the Region’s business practices, a major part of the role will be to assist AGT’s Engineering Authority / other technical authorities, project managers and engineers, discipline engineers and procurement professionals to identify the technical and quality management requirements that need to be applied in their work activities. Also, the Quality TA will manage the compliance process.
Key accountabilities • Ownership and compliance with AGT Quality Management Site Technical Practices (STP’s)
• Ensure the rigorous application of BP and Industry quality management codes, standards and practices to provide assurance of safe, reliable operations and technical integrity.
• Advise Engineering Authority and AGT leadership and staff on issues relating to Quality Management.
• Maintain a high level of expertise in quality management and provide support and advice, as requested, across AGT.
• Development, implementation and effectiveness of quality systems and plans based on criticality and risk across AGT.
• Definition of Key Performance Indicators for Quality Management for AGT to monitor performance and identify opportunities for continuous improvement.
• Lead the Quality Management Community of Practice in AGT (Operations & Projects) and build a strong networks among the numerous teams throughout BP who are working on integrity or quality issues and programs, identifying and sharing best practice and codifying within the Engineering Technical Practices (ETPs) and/or Site Technical Practices (STP’s).
• Member and contributor to the Upstream Quality Management Community of Practice.
• Conduct competency assessment of quality management/assurance personnel working in Operations and Projects.
• Auditing of Operations, Projects, Suppliers and Service Providers to assess compliance and suitability of Quality Management Systems that ensure the safe consistent application of codes and standards
• Carry out investigations and root cause analysis of quality non-conformances within BP and within its suppliers and service providers.
• Support PSCM (Procurement & Supply Chain Management) with respect to quality management of suppliers and service providers

Essential Education
– Degree in Quality Management or an engineering discipline, significant

Essential experience and job requirements
-Minimum of 10 -15 years experience related to quality management.
– Thorough understanding of the requirements of ISO 9001 and ISO/TS 29001.

Other essential skills and knowledge
– Evidence of proven ability in Quality Control techniques and implementation of risk-based quality programmes.
– Excellent interpersonal, coaching and analytical skills

Desirable criteria & qualifications Experience of Oil & Gas, Chemical or Engineering Industries.
Ideally candidates should be registered as lead auditors and have evidence of auditing experience.
